mainly compounded payments such as those for Home Effective Charges (recruiting and training expenses at Home), Non-Effective Charges (pensions), and Clothing and Stores issued from stock, the rate of the expenditure on which is not, of course, readily identifiable. only practicable method of treating this sterling expenditure is to regard it as evenly expended and it has accordingly been devided into 12 equal portions in each year and converted into dollars at the commercial rates appropriate for each month.
In the above circumstances an additional
$62,430 falls to be repaid to the Colony and I am to ask that they may be instructed to adjust this amount by abatement from their current monthly advances as was done in the case of the previous payment.
